The media has been surprisingly quiet with concern of the latest stimulus bill program, the government appliance rebates program [see Government Appliance Rebate Program Explained]. Here we are at the end of November and many of us expected the program to begin a month ago. Each state has their own appliance rebates programs and the authority to handle most of the details separately so I will focus on my home state of Michigan for now. I will attempt to clear up the details and hopefully answer a few questions for our site visitors.

Overview
The Michigan Appliance Rebate Program is expected to begin for consumers on January 1, 2010 and end February 17, 2012 or until funds are exhausted. The State of Michigan is expected to receive over $9.5 million in federal allocation for it’s state appliance rebate program. Out of that $9.5 million Michigan plans to use 88% or over $8.4 million on the funding of actual rebates. The remaining 12% or over $1.1million will go toward the administration of the program.

Program Objectives
The Michigan Appliance Rebate Program is expected to pay over one hundred and twelve thousand (112,000) rebates replacing the same number of appliances with over a hundred thousand old appliances recycled. Approximately 117 new jobs are expected to be created from the Michigan government appliance rebates program.

Michigan’s rebate program for appliances alone are projected to cause over 26.5 million pounds in annual CO2 reductions, almost 303 million gallons of annual water savings and an annual energy savings of14.3 million kilowatt-hours (kWh).

The Michigan Appliance Rebate Program will include:
Clothes Washers (Tier 3) – Rebate Amount: $50 (CEE – Consortium for Energy Efficiency)
Refrigerators (ES) – Rebate Amount: $50
Refrigerators (Tier 3) – Rebate Amount: $100 (Energy Star & CEE)
Dishwashers (ES) – Rebate Amount: $25
Dishwashers (Tier 2) – Rebate Amount: $50 (Energy Star & CEE)
Propane Furnaces – Rebate Amount: $300 (Energy Star)
Propane Water Heaters – Rebate Amount: $100 (Energy Star)
Oil Furnaces – Rebate Amount: $300 (Energy Star)
Solar Water Heaters – Rebate Amount: $1,200 (Energy Star)

Program Projected Time-lines:

Receive DOE approval – November 2, 2009
Issue Request for Proposal for implementation contractors/grantees – November 2, 2009
Receive proposals to implement program – November 25, 2009
Award contracts/grants to implement program – January 1, 2010
Begin processing mail-in rebates – February 15, 2010
End first year of program – December 31, 2010
Begin second year of program if funds are available – January 1, 2011
Close out program – February 17, 2012

Purpose: To provide residential consumers with rebates to buy energy-efficient Energy Star products to replace old appliances and help lower energy bills.

Eligibility: States must establish (or have established) an appliance rebate program to provide rebates to residential consumers for the purchase of residential Energy Star products to replace used appliances of the same type.

Activities: Funds may be used to pay up to 50 percent of the cost of establishing and carrying out a State rebate program to support residential end-user purchases of Energy Star products.

Residential Energy Star products include:

Appliances: Clothes Washers, Dehumidifiers, Dishwashers, Refrigerators & Freezers, Room AC, Room Air Cleaners
Heating & Cooling: Air Conditioning, Boilers, Ceiling and Ventilating Fans, Furnaces, Heat Pumps, Programmable Thermostats
Water Heaters
Home Electronics: Battery Charging Systems, Cordless Phones, Digital-to-Analog Converter Boxes, DVD Products, External Power Adapters, Home Audio, Televisions
Lighting: Light Bulbs (CFLs), Light Fixtures, Decorative Light Strings
Home Office Equipment: Computers, Copiers and Fax Machines, Digital Duplicators, Monitors, Printers, Scanners.

The Amount of the Rebate Shall be Determined by: The State Energy Office (Ohio Energy Office), taking into consideration:

The amount of any Federal of State tax incentive available for the purchase of the residential Energy Star product; and
The difference between the cost of the residential Energy Star product and the cost of an appliance that is not a residential Energy Star product, but is of the same type as, and is the nearest capacity, performance, and other relevant characteristics to, the residential Energy Star product.

Match Requirement: Up to 50 percent.

Potential Funding Level for Ohio: Portion of $300,000,000 divided between eligible States.
